I just have a question about normal Hero Handbook, it said I can't use normal ones after 80k rep. What if I have 77k rep in Norn and I try to redeemed a full book. Will it go to 97k or stop at 80k. If it stops at 80k, could the 17k be used for other groups?

It will add the full points from the Handbook, putting you up over 80k. This is a recommended move in the Title Guide on the wiki.

You'll get all the points. That's the nice thing about turning in the books before lvl 8.

Ideal situation would be to have 79,999 rep when you turn it in - but don't try to get that close. (One extra kill by a Henchie could ruin everything - I know because my buddy tried.

But yes, you get the full value for the book.
